POST
INCIDENT ANALYSIS
Glendale Metrolink Rail Disaster
Page 3
The
LUCK Factor
- The
derailment occurred in an easily accessible area to the tracks.
Responding units had the Costco parking lot to set up their operations.
Costco employees assisted as litter bearers. Costco management
gave the incident Logistics Chief a “carte blanche”
for supplies. They were able to use Costco carts as makeshift
gurneys for transport.
- The
incident occurred at shift change for LFD. This meant many responding
units came with extra personnel – a great assistance for
the field personnel but a real concern for overhead in maintaining
personnel accountability reports (PAR). Also, crews were relieved
on scene with the same PAR concerns.
- Shift
change at the local hospitals was at 0700-hrs so they had 2 shifts
of nurses on duty and most doctors were there to do 0700-hr rounds.
- At
the Metro-link PIA it was pointed out that that the 0700-hr trains
on that line are the busiest and if it had happened then they
could have had 1500 to 2000 people on board!!!!!
